Excel DisableWritebackOnTM1Formula? cannot write back TM1p.ini file

I am experiencing an issue where typing over a valid DBRA formula does not write back to the database, excel instead overwrites the cell only:

Steps
* New greenfield installation of Planning analytics (PAX and PAW)
* effects all Users (including admin)
* Typing over a valid DBRA formula (DBRA formula reads correctly and derives a result). In Architect / PAW they can over right the same attribute (so unlikely a security issue)
* Excel over writes the cell / does not write back to the Database as expected

I have researched and guess the issue relates to the "DisableWritebackOnTM1Formula=F" in the Tm1p.ini file. As described in the IBM documentation enabling this to "T" should produce the above behaviour, but I have this set to F and its still happening.

However when I update the above in the TM1p.ini file it does not "fix" the behaviour (after restart of services).

Can anyone advise what I can test next, any hints / tips.

After further testing this and think I am on the wrong track.

As DBRW formulas are allowing writeback to the database (and entry does not remove TM1 formula), it is probably not "DisableWritebackOnTM1Formulas" causing my issue.

My problem appears limited to DBRA or DBSA formulas not sending back to the database.
