Does anyone know if via code in TI it is possible to broadcast a message to users? This would be a useful automated function to warn users when TI processes are run which slow the server.

This is not possible. You can broadcast a message to users before the TI runs but there is no way to automate this.
I'm not sure how useful an enhancement this would be as in later versions running TI no longer locks the whole server so it is not quite the issue it used to be ...

Thanks for your quick reply lotsaram,
We're currently looking at upgrading but in the meantime I've decided to do it using VBScript, net send and the TM1 userIDs.
