I guess that depends on what you mean by the word 'tool'. In one interpretation (tool = platform), TM1 is a consolidation/planning tool (among other things). In another interpretation (tool = solution), you can build such tools (applications, models) in/using TM1.

Thanks for your reply. You mean that TM1 itself is one stand alone consolidation/planning tool. I just need to develop corresponding cubes, dimensions, rules, TI processes, application reports to realize the consolidation function as required. There is no other ready applications based on TM1 to do consolidate or plan.

Typically you develop your planning/consolidation application in TM1 from A to Z. However, there are companies out there that offer out-of-the-box solutions based on TM1. They would come on site with a blueprint or even a working model and then adjust it to your needs. This can make sense if your business is very typical and your implementation budget is constrained.
This isn't however the implementation path of choice for most customers, who instead usually opt for something more bespoke built for them from scratch (although even then most consultants reuse code to some extent).
