TM1 Application Error Message: "The applicaiton server cannot be deployed at this time. Another job is running..."

I am trying to deploy a "web-sheet" web application with a shared approval dimension and Responsibility type. The other application is a contributor application, also with Responsibility type. I successfully did this. Then a request was made to change the displayed subset hierarchy. Once I tried to do this and redeploy the application, I received the following error message:

"The application cannot be deployed at this time. Another job is running for this application or server."

I tried clearing any error jobs from the application, completely removing the web-sheet application and running TI processes to remove all the application and generated } control cube items, restarting the application server, etc. I then was able to rebuild an identical application, validate it, save etc. However, when I go to deploy it it, I get the same message. I am at a wall- as this worked before and can't seem to find any jobs running for either the original application (which all items have been removed) or the application server itself (which has been restarted several times)..... UGH!!!

I am sensing there is a long running/ hanging job/query somewhere- but, am uncertain how to find the job and remove it as it is not presenting via what Performance Modeler is showing a jobs or what I can find through Architect. Any ideas how to clear this error? Once I do, I sense I should be able to redeploy the application without incident...

I had this issue before and if I remember correctly, I had to clear out a value in one of the properties cube. It might have been " }ElementAttributes_}tp_config" cube.
Might be worthwhile checking the application property cubes and check for a flag somewhere that is indicating that something is running and clear this value out.
