IBM recommend Cognos BI to be analysing tool of TM1, though Cognos BI is powerful, it's a little bit hard to set the system environment, and transfer data from TM1 to Cognos.
Is there a better tool to display view of TM1 and make figures based on data in TM1 views, which is much lighter than Cognos BI?

There are a few out there. There's Cognos Insight, Perspectives, Cafe and even TM1 Web. Also IBM do all their demos and give their TM1 training around Application Web, but this more aimed at planning rather analysis. Based on where the product is going, I would Cafe. It's part of the BI set of products but you can connect directly to TM1.

If you have anyone that is decent at HTML, PHP,JSP and the like, you can leverage the REST API and build your own Web page with as much fancy graphics as your Developer is able to design (or leverage UI's already available such as Bootstrap & Telerik).
I've been working on & off trying to get a Proof of Concept page set up which has meant learning from scratch HTML, Javascript etc & patching together custom code + the Dojo/Dijit utilities that come with your TM1 install.
I'm sure someone with a bit of a clue could have a POC set up pretty quick.
For an idea of what's possible, have a look at RocketSoftware, they 1 example of a Software company that has leveraged the REST API and others to provide a custom UI / Analytics to TM1.
