TM1 Web not displaying available cubes

I have two TM1 instances where there are applications defined and another one that has none. When I try to access one of the instances with the applications using TM1 Web , my screen where the available cubes is listed is blank. It does not even display the panel on the left side, just a blank screen. When I connect to an instance that have no applications, I can see the available cube for that instance. I am logging in using the admin account in all cases, so I do not believe it is a security issue.

How to I configure the TM1 instances with applications to display the available cubes? One instance does display the desktop that we created, but I need the users to be able to get to the default cube views. There is a problem with TM1 running over a VPN, so I would like to get the web version working.

Update the web config file with:
<add key="NavTreeDisplayServerView" value="Y" />

Since this is different between your instances there is a good chance that other differences are present also; as such I'd go through each option and make sure they are as similar as possible. 9 times out of 10 you want all your configurations to be identical with the exception of admin hosts; server names and ports etc.
