I'm not sure if this has happened to any of you in the past but this is the first time I encounter this type of issue

If I check services for IBM Cognos in windows services, they are all active and running. But when I try to open Cognos Express ManagerI get a replay 'Waiting for server response' after a while I get the message: "Unable to connect to a server. Either the server is down at this moment or you are experiencing network problems. Please try later".
-Architect and Xcelerator client also don't work. The applications don't even open.
I have restarted all services and even the entire box with no luck.
Please any help will be really appreciated.
