I suspect there's a large number of employers out there that have paid IBM to come and install TM1 , they now have it sitting in a pretty box and need someone to make it work. As they have no idea how it works then asking for the developer cert means that the HR departments can hopefully eliminate some of the complete time wasters?

I don't agree that it will let the HR 'droids eliminate the time wasters, for the reason that Evegeny stated and James alluded to. The axiom that "a little knowledge is a dangerous thing" is generally true in any business critical software system. And the official training certainly does impart "a little knowledge".
I do however agree that it will let the HR 'droids
believe that they are eliminating the time wasters.
Occasionally, they
may get it wrong, of course.
