I have done the same with TM1 10.2*, but it seems that in 10.1.1, we need to install/configure tm1web in IIS manully. I did a try, but always failed. I searched lots of document, but ...

Please see the screenshot 3.png, IIS config (my Cognos BI works, so localhost/c11 can be visit), I heard about tm1webex, but I don't know where/how to point it

For automatic installation of TM1Web in IIS 7.5 you must have the IIS 6 Management Compatibility enabled on the Windows Server. You can add this in the Server Manager under Roles. After that, try again the installation of TM1Web.
In TM1 10.2 the TM1Web doesn't use IIS, it runs under tomcat.
