To reiterate....
TM1 Workflow doesn't actually lock submissions, unless you write custom TIs.
TM1 Applications/Contributor does.

Does TM1 Application/Contributor supports offline model, Offline model I mean, The user who do not have license for TM1, but still input data or participate in Planning Budgeting process in TM1, using offline sheets.
Workflow supports that.
