Tm1 Applications missing options 1 user of 3

Hi All, hoping someone can help as it's driving me batsheet....

I have TM1 10.1 single server DEV environment with 3 ADMIN users (have 4 Admin licenses), security is Cognos 10 (finding this incredibely convoluted). Users access through remote desktop, only ever have one logged in at a time (whole other issue deserving of own post). PROD still on 9.5.x, Cognos 8

2 Admins have full view in TM1 Applications (Insight, Modeller, server list etc), the 3rd has the Insight icon only, no server list, modeller icon, tree, nothing, no error. It's a view I would expect to see as a non-Admin? The 3rd user is in the Admin group, can add users, cubes, dims, create processes etc, no problems in Architect, Perspectives or Web. I have compared the ini files line by line, no difference, have checked Active Directory groups, all the same. License file is in ///All Users/Applix.The only difference I can find is that A3 is a User in an one AD group (Tm1serveradmins) that the others are Administrators, however HelpDesk who administer LDAP assure me that the User/Administrator category is just a label, doesn't mean anything and is not contributing to my issue. Have spent untold hours here and IBM (here is much better) and closest match was 'user with no node assignment', but as my user is in the same group I am assuming same assignment?

Am I missing something really obvious like a checkbox? I can't see individual license numbers recorded in the .lic file do I need to add them?

Obviously I am a newbie (worse than that, an accountant with an EP background :)) have SQL, VBA and CSIDE and doing OK with Rules/Feeders and TI but this has me losing the will to live ....
