TM1 Groups Creation limit

I am trying to add security groups on my local TM1 server but getting an error"TM1 sever exceded max groups creation limit".I have checked the cfg file ,the max group creation parameter was empty,I have changed it to 80 ,restarted the services and sever,but still getting the same error.What i am doing wrong here,Could gurus please help.Thanks

What version are you on? I believe that prior to v9.1, there was a limit on the number of security groups that could be created during any session regardless of what the parameter was set to.

Try raising the number a to 200 instead of 80. Also what security type are on? (1-5)
