Cognos Insight - Unable to create widget

Hi all

I have ran into another weird Cognos Insight issues, where one of my user who is a TM1 admin is getting this message on one of the tabs. Other non-admin users are able to access the tab in question however this one user who is the core owner of the module wouldn't be able to access it. If they are try to open this application in TM1 Application Web, they are able to see the same tab.

Help is much appreciated.
