Here is discribed problem and my solution. Can anyone provide any other solution? Why data defined by rule or consolidation is commitable and data closed from changing is uncommitable?

When we try to commit data does TM1 look for access to write to the cell (without looking if it is calculated by rule)? Or does it look to the specific cube security option that defines ability to commit cell? So shall we set cell status to 'WRITE'? Or is it posible to change some other option?

Morning comes with new ideas.
User must not be able to commit read only data. Because approver is not able to see "blue" data and after completing budget user must not change it.
