Could not log in TM1 Workflow Admin Console

Dear All,
I loggin TM1 Workflow Admin Console and receive message as below

I have no idea to fix it, anyone who know please help !

Only users with Administrative privileges have access to the Admin console.

Make sure you are logging in as the ADMIN.

i logged in with admin user. i tried to create another user and set Administrative privileges but still encounter this message box
