Installation issue on Windows Vistas Home Premium

Hi All,
I am installing TM1 v9.5.1 (TM1 Web, TM1 Perspectives, TM1 Contributor) on Windows Vistas Home premium.
I am getting the below error message.

Internal Error 27555. C:\inetpub\wwwroot\TM1Web\, The parameter is incorrect, 87

Could you please help me how to resolve this error.

When it comes to windows vista and 7 it locks down the inetpub directory. Normally I keep the TM1Web directory else were outside of the standard path. HAve you tried this?
Struggling through the quagmire of life to reach the other side of who knows where.
