How to add new element into the control dimension? i tried but not possible as per as i know kindly let me know if possible its burning for me.

Not possible to directly edit a control dimension.
You can only manipulate the contents by following the relevant process
e.g to edit the }Clients Dimension, add/remove a client via Perspectives or a TI.

Which dimension, exactly?
Generally DimensionElementInsert() in a TI process should work for some of them. If it's the }Clients or }Groups dimension then separate TI functions are meant for that.
And there are a few config dims which shouldn't really be tampered with unless you want to run the risk of bringing your server down.

As others have previously mentioned you can often manipulate it by TI.
Using an .xdi will also work for some dimensions (including }Clients and }Groups). Do this (indeed, any non-standard methods of alteration) only if you fully understand the purpose of the control dimension, and how it is normally updated.

In which case you have to use the }Foam dim.Compile the }Water dim, that should solve it unless it's electrical.
