Are you on the client or server? Looks to me like you're on a PC with Windows 7 instead of Server 2008 so quite possibly you're on the client. In which case localhost is not going to work. You need to use the server name.

If you're on the server, are the services actually started?

Viswaraju,
I connect to the server name
http://<server name>:19300/cognos_express/manager rather than localhost even when running remotely on the server,

When you are logged in remotely can you connect to the website that way?

Have you setup IIS for a windows 2008 server before? If not I would google that and make sure you have set it up correctly.

Also my suggestion would be to check the firewall settings as to connect to the server via my PC's browser I needed to open the ports 19300-19310 at the domain level.
