how to solve the problem of locking in TM1?
because users are always long time for running to the TM1

Pardon me if I seem rude but your post doesn't make any sense? Do you want to know about how to lock data or are you having problems with users being locked out when loading / reading data??

I mean when some user is read into the cube there are several users whose status is waiting, when I look at TM1 TOP

There can be several causes of this. Do you have any rules on teh cube being read? Is the cube very large?
Also upgrading up to 9.5.2 can help if you haven't done so already,
