Workflow Security and locking issue

Hi guys,
im actually newbie for implement tm1 using workflow, i have several question regarding reject and submit process
let said that the hierarchy has 3 level, the scenario are level1 submit the worksheet to level2, where level2 is act to review level1.
after level2 review and approve, level2 submit to the level3, where level3 is act to review level2.
the case are when level3 is reject the level2 :
- how to revoke the worksheet for level1 and level2, where the process is reset from the level1 again? from what im doing right now after level1 submit the worksheet to the level2 and approved it, the task combo box has been disabled for level1. is there any suggestion?
- and regarding the worksheet that has been submitted and approved, how to set the security of worksheet where after submitted/approved, the privilege for level1 and 2 is only can read the worksheet
