In theory no, in practice they may well be buffered. But the behaviour when you add and subtract rules has the potential to be version specific. Note what Lotsaram said recently about a change that he encountered in 9.5.1, though this is the opposite of what you're doing:

undocumented fetures are subject to change without notice as I found out only yesterday when I discovered to my dismay that in 9.5.1 applying a rule area definition to a region that previously contained data will immediatelly clear the data which never used to be the case in old versions (the data just sat in the background being "masked" by the rule and could miraculously resurface upon removal of the rule.)

To be safe, if you're changing the rules in this kind of fashion it's much safer to reboot the server after doing so. If you absolutely cannot do that, it would be wise to at least create a view of the area that used to contain the values, and explicitly zero that out.

What do you mean "retained"? As Alan mentions they may well continue to float around in the back of the back end of TM1, but there is no way that a user will be able to get to them. The new rule will set it to stet, so they user will see an inputtable field.
