TM1 Web - Error 149 - Write access denied

TM1 Web error - Cognos TM1 9.5.2

I am getting an error message as Error 149 - write access denied, while trying to write to a cube cell (using TM1 Web).

Cube Cell is :
not a consolidation, is leaf level
no Rules are written for that cell.

Now, another user having same access (belonging to same group as I am) is able to write data on that cell. But I am not. ( Really Strange). Both the User has following access:

Cube - WRITE
all the Dimension of the cube - READ
Elements - WRITE

I also tried in different browsers, thinking that may be prob is with browser or something, but still issue exists.

Help would be really appreciable.. thanks

Is the "the other user having the same access" in all of the same groups?

I have had issues (exactly what I cant remember) with particular user accounts which seem to be cleared by deleting the account and re-creating.
