Contributor Security for Consolidated Workflow Elements

I have a application where my client is requesting that one of the tabs that is a data entry point be hidden when you look at the application at the parent element in the workflow. So basically at the Department level a user can see a entry tab, however at the division level that same entry tab can not be seen. Is there a simple way to accomplish this? I have been thinking on this and I believe it can be done but it would require an incredibly complex security set up.
