Reject the top node by a admin

Hello All,

I would like to know that why an admin can't reject the top node in the contributor.

We have following level hierarchy

->Country
-> All State
-> NY State
-> NY City

Once user submitted node at country level they can not reject anything and it works. As an admin, i am able to see the reject node option at country level but when i access that option, it throws an error that "cannot reject top node". If that is the case than
what is the reason to provide reject node button at country level for an admin.

Can anyone throw light on this?
