TM1Web Error - RPC Server unavailable?

TM1 9.4 FP2 64-bit
Windows Server 2003 64-bit
Excel 2003

Separate Web and App Servers running the same versions of TM1, same version of Windows, etc...

Users are occasionally getting this error message when using the "Snapshot to Excel" button in TM1Web:

Internal error occurred while creating MS Excel Workbook: The RPC server is unavailable (Exception from HRESULT: 0x800706BA)

To get websheets working again after the error we've had to restart the RPC Locator and the ExcelServices services.

Has anyone seen this error before? Any ideas as to what would cause it? The websheets are not particularly large and I've removed all the extraneous rows/columns. We did not have any issues exporting the same websheets on 32 bit 9.1 SP2...
