Just wanted to memorialize something I ran into today for benefit of others in the future.
For PA on IBM Cloud (PAOC, IBM SAAS), there's two ways to add users in PAW: Manually creating them one-by-one using the Invite button -or- Uploading users from a CSV.
When you use Invite button it's one stop shop, they will be added to PAW + they will receive the automated email from IBM to create their IBMid, so in my mind "All set".
When you use the CSV upload, they will be added to PAW but their status will be "Not Yet Invited". You must then manually check off the users with the "Not Yet Invited" status, and click the "Sent Invitation" button so the email is trigged for IBMid creation.
Who would have known?

Confirmed. Not really intuitive. Why would someone upload users to PAW and not wanting to invite them ?

What I did notice is that I could import a CSV containing 50 PAW users.
I am not a Subscription Administrator in that model. The "Send invitation" button is greyed out.
Importing users, however, is possible.
Maybe that’s why IBM separated it in 2 parts.
Someone that is not a Subscription Administrator can also remove PAW users if they are not invited yet through CSV. Not sure if that is true when the users are already active.

I'm not convinced that being able to create users but not have the user accounts be properly active and able to be used (that is log onto the system with the account) is a really useful feature.
Please place all requests for help in a public thread. I will not answer PMs requesting assistance.

Agree - either don't separate, or there should be an Invite T/F column in the CSV.
