Can a user (no admin) create dynamic subsets in TM1 Web and save it?

I found an answer on google but dont understand it. Can someone answer the Question from Subject:

In principle, when a dynamic subset is opened in TM1 Web, a message appears that the dynamic subset is converted to a static subset. If you use the subsector of the Server Explorer, you can edit a dynamic subset without converting it to a static one.

Question: What is the meaning of "Server Explorer"

Hope this is not a stupid Question to the specialists ;-)

Server Explorer is another name for 'Architect' and along with Performance Modeler is the tool to develop TM1 models.

TM1Web is a client for accessing TM1 models, users are able to create/ amend "private" subsets as they wish.

I would advise spending some time with the Cognos TM1 User Guide as this will answer a lot of your queries:
