I would like to know if my TM1 client is running at a version higher than the version on my server, will the client be able to connect to the TM1 instances on the server. For example, Client version TM1 10.2.2 and Server version TM1 10.2

Nope, this will not work.
You might be able to fool the whole thing by modifying some versions.ini files, but I would advise against this.
You're best off upgrading the server as well.
