Perspective & Contriutor Ownership?

Hierarchy:
USA

-------New York
-----------------------------Uptown
-----------------------------Midtown
-----------------------------Downtown

-------New Jersey

------------------------NewPort
------------------------Exchange Place
------------------------Trenton

I have user who has Submit access at New York Level. He logged in, took ownership, edit data, and commit data. Now he re-log in but now he couldn't able to neither see the symbol to take ownership nor able to take ownership. In Hierarchy objects the status shows 'Available'.

So what should i look in to? Once he commit the data, release the ownership and this happened.

Perspective:

Is there any way to write at consolidation in perspective same as we do in contributor? If so, could you plz guide me.

Aside from string cells, you can't write into a consolidation cell. If you input a number in a consolidation, are you sure it is not doing a spread?

As for your ownership problem, if you log in as admin yourself, can you take ownership? If you can, try taking and then releasing it.
