Tm1 webseet File does not exist

I have problem:
1) I had add xlsx file to the tm1 application - server explorer - Add File (copy the file to the tm1 server)
2) From cognos portal i add web page with tm1 websheet viewer
3) From the websheet viewe properties i choose websheet( Identify websheet>Select a webshet)
4) OK

And i have error:File Applications/.....xlsx does not exist

Websheets have to be published, you can't just copy the file to a location on the TM1 server.

How i can publish?
From Server explorer i set file to public, but i still have problem: "file does not exist"
