Can't realese node as admin

Hi,
i have one questions. If is node reserved i can't realese it as admin. It can be only realesed from user who took ownership. Is this normal?
As i can rember i was allways able to realese node. Can i this funciton enable?

I'm using cognos express 10.1.0.1. etc...
