Create another service and just drop a CFG file in the folder. If this works then stop the service, drop the rules cubes, dimensions, etc in to the folder and restart. If the service creation still fails then it's nothing to do with the rules guide data. If it doesn't fail and you drop the files in and the service doesn't start then at least you'll have a log file to look at for the reason why. My guess is your running the command prompt as Admin anyway.

Most people who have been using TM1 for a number of years will stick with the command prompt method of registering new, I myself will continue to use it as I think its pretty damn easy and still currently quicker than the alternative.

However if you are new to TM1, it could possibly be simpler for you to use the "IBM Cognos Configuration" GUI to add your new service, this was brought out for version 10 and is designed to be a little more "user friendly."

If you have the UAC controls turned on for your server/pc you will still need to right-click and run as administrator (as you should be doing with the command prompt if you stick with that method.)
You still need to set up a new CFG file (and make sure it is using a different port etc.)
After that it is as simple as right-click and "add new instance" from within the GUI, just tell it the filepath of your CFG file and that should be it.

You will notice that the steps are pretty much the same but its just another option of how you could approach this.

Your issue is almost certainly to do with not running the command prompt as admin though, there are 2 ways around this:
1/ Right-Click and Run as Admin
2/ Turn off the UAC controls (you can just google how to do this for whatever platform you are using e.g. Windows 7, Server 2008 R2 etc.)

If I am allowed to turn off the UAC on a server I usually do, in most circumstances only people who know what they are doing should have access to a TM1 server anyway so the UAC wouldn't add much benefit... but that's only most circumstances, certainly not all.
