Security Settings to ignore Contributor "ownership"

I have 300+ TM1 Users, the majority of which only use TM1 for budgeting, and will be using a TM1 Application (Contributor in a previously life) to complete the budget process. I have a subset of users (maybe 10) that are super users and would like to be able to edit the same cost centers (probably in TM1 Web or Perspectives) that other users have ownership of, without the owner releasing ownership. I know the DataAdmin user group allows a member to edit cost centers that another user has taken ownership of, but I would prefer to limit this group of super users to just certain cost centers (ex: P Company has sub-companies A, B, C, & D; I would like these super users to only have DataAdmin-like rights to sub-company D, not the whole group). What combination of security settings would a group (let's call it "DentalAdmins") need to be able to edit a cost center when another user has ownership? I've tried "Grant" on READ or WRITE to "ManageDataReservations" and "DataReservationOverride" in the }Capabilities cube with no luck, and am wondering if there are several places where the group needs "ADMIN" rights as opposed to "WRITE" rights.
