How can we combine (Year, Month) dimensions into a single time dimension for BI reports within the Reporting environment that is fully functional?

Define what you mean by "fully functional"? I do this via adding a 3rd "time measure" dimension in addition to year and month and having rules calculate all lookups from a fixed reference. All the lookup measures are C so ther is no feeder overhead. See here for a full description. Works for me.
