You may want to give a little more detail. Or a screenshot, or something.

It's really not. Take a look at your post; do you see it anywhere there? If you can't, then neither can the rest of us. When you upload an attachment via the "Upload Attachment" dialog at the foot of the "Post A New Topic" screen, you do it in two steps:
(a) Click on the [Browse] button to find the file; and
(b) Click on the [Add The File] button to confirm that you want to upload it with your post.

That's the main TM1 client/perspectives add-in. It depends on how you're trying to load it. If you have it as an add-in which automatically loads when Excel starts (which you're given the option of doing when TM1 is installed), it could be that the path has changed since that installation was done. In which case go to Tools-> Add-Ins, and uncheck the add-in. Then go back to that dialog, click on the Browse button, and find the tm1p.xla file manually.

If you're loading it via a shortcut, the shortcut is probably pointing to the wrong place. You'd need to manually edit its properties to point it to the correct location.
