Hello,
I want the users to enter data top-down but the consolidated cell are locked. Which options do I have to set in order to allow the users to enter data top-down?

You may have locked the element - in which case unlocking would be the right thing to do 
Otherwise, if the c level element(s) are writable by your users, then they can use top down spreading. But they can't just type a number in. Right click, select spreading, take one of the last four options, starting with Relative Proportional Spread.
