Please help, I am new to TM1. I need to create a rule on my cash flow cube, to take the closing balance from previous month to the opening balance in the next month?

maybe you should first familiarize yourself with the basic concepts of TM1.

You can find more information for beginners by searching in the forum.
In your special case you don't need further elements in the dimension but attributes for the dimension "month" (previous month, following month).
These attributes will then be filled with the corresponding information for each month.
The ClosingBalance can then be "updated" as OpeningBalance via a rule.
How to do this is best explained in the RulesGuide:

What the guys didn't tell you is that while this linking of periods is a very useful feature in TM1, it is not without it's caveats and challenges. The biggest issue is going to be linking too many periods into the future and ending up with a stack overflow error because you have too many dependent links. See https://www.tm1forum.com/viewtopic.php?f=3&t=1170 for more details. It is best to use this feature judiciously and not try and link too far into the future. It is also wise to not link periods in the past since it may not be necessary.

This is a case where the proposed feederless rules would really be useful.
