I have done the Planning Analytics 2.0.7 installation on a single server with all the components including PAW working properly except for PAx. I have got 'Microsoft Excel for office 365 MSO 32-bit' upon which I have installed 'PA for Microsoft Excel'. In excel, under 'IBM Planning Analytics' Tab, I will be able to create a new connection to the TM1 Datasource and the 'Test Connection' will be successful.
But when I tried to logon to a particular TM1 instance, I get the error webpage with 'WebPage Cannot be displayed' (HTTP404) error. Further, In the PAX 'Options' when I try to test the already created connection, It displays the error message 'COI-ERR-2021 Connection failed. Unknown exception'
Look forward some expert advice on this issue.

Still there is no luck on this issue. IBM's 'Cognos Office Numbered Error Messages' list doesn't cover through this error

Getting the same error here, using Excel 2013 32-bit. Did you find a solution Girish?
