Just an update to this post. FP1 is not a requirement (confirmed with IBM). We were able to get the fixpack installed by doing a quiet install that directly called the MSI install program. Apparently the issue was that our server would not allow the setup executable to initiate the MSI installation.

to give some more information on this. The server I am running this on is a VM server.
