Thanks all! This morning I have tried commenting out the skipcheck, and it didnt work so it is not even becuz of feeders. The rule with one string value did not process, after a few attempt of change around it did process. dunno what actually happened. -_-'

Dear Steve Rowe, You mean the essence of feeders is to tell if this number exist in the feeding cell, go check the rule of the fed cell. sorry this might not answer the initial question. I can't quite recall the situation back then,
but well this is another piece of fact of TM1, on contributor error about taking ownership.

When taking ownership, system auto creates a default sandbox, with a sandbox name looking like, a system generated code in front, then node name. Additional explanation for 1)
The conso cell, which derives from rules, do not depend on its children; not by rule, nor conso (children sum to conso).
