I have deleted few unnecessary files (e.g. old log files, backups more than 2 months old, etc.) from the drive where TM1 is installed (suppose in D:\ drive ) as the disk was full. after that TM1 application server was able to create the required files successfully.

Thank you for your response Declan. I'm not against the reinstallation. The service used to run intially after upgrading to TM1 10.2. Recently it has stopped working. So, just trying to find if there is any other fix which can be done except reinstallation.
