As a followup, the IBM rep kept researching and found a fix for us that once applied, alleviated the issue. If needed, let me know and I'll dig through my notes/emails and send along the info on where to find/how to get.

We upgraded our 10.1.1 DEV environment to 10.2.2 and in the process of user testing found an issue, reported to IBM and they've created an APAR. So...sounds like I'm not able to kill a thread that is doing a ruleattach, just those that are running a process or making a view. Good to know.
