The problem is solved!

It wasn't because of certificate aliases. In windows logs there was error said that -Xms parameter couldn't be smaller than -Xms. It's kinda strange because I haven't changed them at all. So I've made them the same trough tomcat6w.exe //ES//pmpsvc

Before you started developing the application, was it implemented and working correctly? It worked correctly If so what has changed in between it processing correctly and giving you the error message? Hard to say.
