Is this a slice or an active form? A slice will usually automatically do this for you. And with an active form you can control the formatting using the hidden rows at the top of the sheet.
Alternatively you could put an ellev in a hidden column to determine whether the element is consolidated or not, and then apply conditional formatting based on that ellev result.
