Hi,
Within TM1 applications is it only Admin that can reset the state of all nodes to available ?
I have a couple of users who would like to be able to action this themselves.

I have not used Contributor for a while but is there a reset button on the portal? Do I remember well? If so, run it, and then check in the tm1server.log which TI was executed. Then give access to that TI for the user group you wish

Yes, by default only admin can reset applications.
You can create a process, which will reset an application using tm1 application maintenance utility
