Member formula clarification

I want understand below member formula can any one please help me in explaining this
IF((@ISUDA (Department, @NAME(@UDA(Department, @NAME(@PARENT(@CURRMBR(Department)))))))
@UDA(Department, @NAME(@PARENT(@CURRMBR(Department))))
Department is Dimension and we don't have any UDA called department and this formula is attached to level0 of account member
