I have just found this in Planning Analytics Local 2.0.9.1, trying to install client software separately from the server install.
Has anyone raised this as an issue to IBM ?
Changing the registry worked (thanks 'hittony') but this should not be necessary.

Yes that certainly does seem like a plausable explanation. I have, however, setup the same system (TM1 server + VBA system + same OS ) in a virtual machine and that statement does not error.
